This plaque under a statue of a couple dancing, out in front of the Xinibagh Hotel in Kashgar. And it certainly is as I can attest to in the Seman Hotel. Every night I was seranaded by people singing at the KTV franchise below. KTV is a chain of karioaka bars all over China.
